This guide is general information, not legal advice. Indonesian land rules change and every plot is different. Confirm the title, structure and taxes with a licensed notary/PPAT and an Indonesian land lawyer before you pay any deposit.
West Sumbawa keeps turning up in foreign buyers’ feeds: surf beachfront at Jelenga and Sekongkang, big tracts near Tua Nanga, and talk of an airport at Kiantar. Most of that comes from people with land to sell. This guide is for anyone who wants to buy land in Sumbawa and has a plot in front of them, with three questions: can I legally hold it, how, and is the price reasonable?
One thing first. Sumbawa is the island directly east of Lombok, in West Nusa Tenggara (NTB). Sumba is a different island in East Nusa Tenggara (NTT), and many “Sumbawa” search results are really about Sumba.
The hard rule is that a foreigner can’t hold Hak Milik (SHM), Indonesia’s freehold title. There are three lawful routes. We cover each one, then the due-diligence sequence and dated asking prices. The law is national, so our guide on how to buy property in Lombok as a foreigner is useful background.
Quick answers
Can a foreigner buy land in Sumbawa?
Not as freehold. Under Indonesia’s Basic Agrarian Law, Hak Milik (SHM) land is reserved for Indonesian citizens, and any transfer of it to a foreigner, direct or through a nominee, is void. Foreigners can still lawfully control land in Sumbawa in three ways: a notarized lease (Hak Sewa) from the Indonesian owner; a Hak Pakai title for one residential house, with a Rp3 billion minimum for a landed house in NTB; or a foreign-owned company (PT PMA) holding Hak Guna Bangunan (HGB), which is the route for rental villas, surf camps and development.
How much does beachfront land cost in West Sumbawa in 2026?
Public listings collected on 8 October 2026 show asking prices, not sales, from roughly Rp4.5 million to Rp60 million per are (100 m²) for beachfront land, with a median of about Rp17.1 million. The newest beachfront listings at Jelenga, Sekongkang and Tua Nanga, from September and October 2026, ask Rp37.5 to 60 million per are.
Has the Kiantar airport started commercial flights?
Not as of 12 October 2026. The AMMAN airport at Poto Tano had no scheduled airline. The regency is targeting a first commercial landing on 20 November 2026. Treat airport-linked pricing as speculation until flights are on sale.
What a foreigner can and cannot hold
The Basic Agrarian Law (UUPA, Law 5/1960) sets the frame. Article 21 reserves Hak Milik for Indonesian citizens. Article 26(2) says any act that directly or indirectly passes Hak Milik to a foreigner is void by law, the land falls to the state, and money already paid cannot be reclaimed. That leaves three routes:
| Hak Sewa (lease) | Hak Pakai (individual) | HGB via PT PMA | |
|---|---|---|---|
| Holder | You, by contract with the SHM owner | You, in your own name | Your Indonesian company |
| Term | Set by the contract | 30 yrs over SHM land, renewable by deed; 30 + 20 + 30 over state land | Same pattern as Hak Pakai |
| Nature | Contract, can be noted on the certificate | Registered title | Registered title |
| Use | As the contract allows | One residential house | The licensed business |
| Entry hurdle | Lowest | Rp3 bn minimum house price in NTB | Rp2.5 bn paid-up capital, licensing |
What changes in Sumbawa is the local layer: the land office, zoning, the beach setback and each title’s history.
Route 1: Leasehold (Hak Sewa)
How a Sumbawa lease works
A lease is a contract with the SHM holder that lets you use the land, usually to build, for a fixed period. UUPA Articles 44 and 45 recognize it and allow rent as a lump sum or installments. No law sets a “standard” term. The contract does, so agree the length and any extension terms in writing. Article 45 lists “foreigners domiciled in Indonesia” as eligible holders. If you don’t live in Indonesia, ask your lawyer whether you would hold a Hak Sewa or only a contractual lease.
Use a notarial deed. Here’s a step many buyers miss. Under PP 18/2021 Article 90, you can ask the land office to record a lease over registered land on the register and on the SHM itself, which warns later buyers and banks. It’s optional and doesn’t make the lease a title, so be wary of listings calling a lease “registered with BPN, fully transferable”.
Where leases go wrong
- Seller authority. Every heir must sign, and a spouse may need to consent.
- Extensions. An option to extend at an unstated price is hard to enforce. Fix the price or formula now.
- Sub-leasing and assignment. If you may rent out the villa or sell your remaining term, the contract must allow it.
- Prepaying decades at once. A lump sum for 25 or more years puts everything on one title and one family.
See Indonesian land certificate types.
Route 2: Hak Pakai in your own name
PP 18/2021 lets a foreigner own one residential house on Hak Pakai land, either over state land or granted over someone’s Hak Milik by a PPAT deed. Two details differ from many older guides:
- The term depends on the land underneath. Hak Pakai over state land runs up to 30 years, extendable by 20 and renewable by 30 (Article 52(1)). Hak Pakai over Hak Milik, which describes most Sumbawa village land, runs up to 30 years and is renewed by a new deed with the owner (Article 52(3)).
- A KITAS is not the only way in. The regulation requires an “immigration document”, which its elucidation defines as a visa, passport or stay permit. Ask your PPAT which documents the Sumbawa Barat land office accepts in practice.
The limits:
- Minimum price. Kepmen ATR/BPN 1241/SK-HK.02/IX/2022 sets the NTB minimum at Rp3 billion for a landed house and Rp1 billion for an apartment. Former Indonesian citizens pay 75% of those figures. Sumbawa is in NTB, so this applies.
- One plot, up to 2,000 m². Permen ATR/BPN 18/2021 Article 186 allows one plot per person or family, generally no larger than 2,000 m², unless the Minister approves more.
- Residential use only. Nightly rental is a business, which means Route 3.
Much of West Sumbawa’s coastal stock is raw tracts, so Hak Pakai is a route to a house, not to land-banking a hectare.
Route 3: HGB through a PT PMA
For a rental villa, surf camp or small resort, the usual route is a foreign-owned Indonesian company (PT PMA) holding Hak Guna Bangunan. HGB over state land runs 30 + 20 + 30 years. HGB granted over someone’s Hak Milik runs 30 years, renewable by deed (PP 18/2021 Article 37). When a company buys SHM land outright, the freehold must be released or changed so the company can hold HGB. ATR/BPN amended its rules on this in 2025, so confirm the current procedure with your PPAT.
BKPM Regulation 5/2025, issued on 1 October 2025, cut the minimum paid-up capital for a PT PMA from Rp10 billion to Rp2.5 billion. That money must stay in the company account for 12 months, except for asset purchases, construction and operations. The investment plan must still exceed Rp10 billion per five-digit KBLI code per project location, excluding land and buildings, with some sector exceptions (A&O Shearman, 27 Oct 2025). More detail is in Indonesia slashes foreign investment capital requirements and PT PMA vs Hak Pakai.
The company also needs OSS licensing (a business ID or NIB, the right accommodation KBLI, and KKPR/PKKPR spatial approval for the parcel), then quarterly LKPM investment reports, tax filings and bookkeeping. Get a written quote for setup and yearly compliance before you commit.
For one Jelenga plot earning rental income, that’s the structure the law expects. For a holiday house you use yourself, a lease is simpler.
Why nominee deals are the expensive mistake
Some buyers are still offered a shortcut: put the SHM in an Indonesian friend’s name and sign side agreements giving you control. UUPA Article 26(2) voids any arrangement that indirectly passes Hak Milik to a foreigner. The land can fall to the state, and the money isn’t recoverable. In practice the nominee can also die, divorce, borrow against the land or sell it, and their heirs can claim it.
“Freehold for foreigners” isn’t legally possible. “HGB tailored for foreigners” can only mean HGB held by an Indonesian entity such as your PT PMA, never by you personally. Our explainer on why nominee agreements in Indonesia are illegal and dangerous covers the case law.
How to buy land in Sumbawa, step by step
Which regency and which land office
Sumbawa Barat (KSB, capital Taliwang) covers Jelenga, Jereweh, Sekongkang, Maluk, Kertasari and Poto Tano with Kiantar. Kabupaten Sumbawa (Sumbawa Besar) covers Moyo and Samota; Dompu and Bima lie further east. You register at the land office of the parcel’s regency: Kantor Pertanahan Kabupaten Sumbawa Barat or Kantor Pertanahan Kabupaten Sumbawa. Your PPAT (land deed official) must be appointed within NTB, since PP 24/2016 sets a PPAT’s working area as one province.
The sequence
| Step | What happens | Who |
|---|---|---|
| 1. Offer and MoU | Price, plot and conditions agreed in principle | Buyer, seller |
| 2. Due diligence | Certificate check, zoning, access, heirs | PPAT, lawyer |
| 3. PPJB | Conditional sale agreement with milestone payments; can be recorded on the certificate (PP 18/2021 Art. 90) | Notary |
| 4. Taxes | Buyer pays BPHTB; seller pays final PPh before signing | Both; PPAT checks proof |
| 5. AJB | Deed of sale signed before the PPAT | PPAT, both parties |
| 6. Registration | Certificate updated, or HGB granted to your PT PMA | PPAT, land office |
See Indonesia property transfer requirements for documents.
Costs to budget when you buy land in Sumbawa
- BPHTB (buyer’s acquisition tax). In Sumbawa Barat, Perda KSB 7/2023 sets 5% of the transaction value (or the property-tax value, if higher), after a non-taxable allowance of Rp80 million for your first acquisition in the regency. For land in Kabupaten Sumbawa (Sumbawa Besar), confirm the current rate and allowance with your PPAT.
- Seller’s income tax. Final PPh of 2.5% of the gross sale value (PP 34/2016). The PPAT won’t sign until it’s paid. Who bears it is negotiable, so settle that in the PPJB.
- Notary and PPAT fees. Fees vary by deal, so get a written quote before you start.
- PT PMA setup, if you use Route 3. Get a written quote from a lawyer or licensed company-setup provider.
Due diligence on a Sumbawa certificate
- Title type and status. Get the certificate number and type, and have your PPAT run an official check (pengecekan) at the land office for liens (Hak Tanggungan), blocks and disputes. ATR/BPN’s Sentuh Tanahku app shows basic parcel information.
- Uncertified land. Since 2 February 2026, girik, Letter C and similar adat documents are no longer proof of title, only evidence for registration (PP 18/2021 Article 96; Kompas.com, 18 Jan 2026). Don’t pay for land “still being certified” without escrowed milestones.
- Title history. In July 2026, the Sumbawa Barat land office began verifying records and mediating after heirs in Jereweh said a certificate had been issued in another person’s name over family land they never sold, land reportedly sold on to a foreign buyer (Rajawali Borneo, 8 Jul 2026). It shows why a clean-looking SHM still needs its history traced.
- Boundaries. Match the measurement letter (surat ukur) to the plot on the ground. Many listings give only a rough location.
- Access. You need a legal right of way, not a track across a neighbor’s land.
- Zoning. KSB’s spatial plan (Perda 11/2020) is under revision, with a first public consultation on 15 September 2026 and a new Perda expected in 2027 (PPID KSB). Check the parcel’s zoning and KKPR yourself.
- Beach setback. Perpres 51/2016 sets a minimum of 100 m from the highest tide line, with the exact line fixed in regional plans. Confirm the line that applies to your parcel with the land office or regency planning office. Part of a beachfront plot may be unbuildable.
- Building permits. You need a PBG before you build and an SLF before you operate. See our Lombok contractor checklist and 4 due diligence checks for buying land in Lombok.
What land costs in West Sumbawa in 2026 (asking prices, not sales)
These are asking prices from public listings collected by Lombok Investment research on 8 Oct 2026. They are not sale prices or valuations. 1 are = 100 m²; jt = Rp1 million.
| Sub-area | Type | Asking (Rp jt per are) | Notes (listing date) |
|---|---|---|---|
| Jelenga / Jereweh | Beachfront tracts | about 15.5 to 45 | 45 (SHM, 16 ha, listed 30 Sep 2026); 15.5 and 18.7 (large tracts, undated) |
| Jelenga / Scar Reef area | Near-beach, sea view | about 25 | 25 (marked sold by 28 Aug 2026, sale price not disclosed); 25 (undated) |
| Sekongkang / Yoyo’s | Beachfront, hillside | about 14 to 55 | 55 (SHGB, listed 2 Sep 2026); 14 (37 ha, undated); 37.5 (sea view, listed 30 Sep 2026); from 40 (undated) |
| Kertasari / Labuhan Kertasari | Near-beach, smaller plots | about 35 to 74 | 35.4 (undated); about 74 (listed 14 May 2026); 70 (740 m², undated) |
| Tua Nanga, Poto Tano (Kiantar corridor) | Beachfront | about 60 | 60 (SHM, 7.6 ha, listed 11 Sep 2026) |
| Taliwang north bay (Balat, Rebugulung) | Beachfront, near-beach | about 4.5 to 25 | 4.5 and 5 (large tracts, undated); 25 (updated 3 Sep 2026) |
| Inland and roadside KSB | Rural to town edge | about 4.7 to 25 | Rural 4.7 to 9.2; roadside and town edge 16.5 to 25 |
Medians (asking): beachfront 17.1 jt per are (8 listings); near-beach and sea view about 36.5 jt (8 listings); inland and roadside 16.5 jt (7 listings). Rp17.1 jt per are equals Rp171,000 per m².
Listing sources (all live on 12 Oct 2026): Brighton 1, 2, 3, 4, 5; Pinhome 1, 2, 3, 4, 5, 6, 7, 8; huni.id; Rumah123 1, 2; nicobalivillas 1, 2; pasarproperti. Prices are as collected on 8 Oct 2026. Listings change, so re-check each one before you rely on it.
Reading the numbers
The beachfront figures fall into two clusters. Large undated tracts, often tens of hectares, sit at about Rp4.5 to 18.7 million per are, while the recent September and October listings at Jelenga, Sekongkang and Tua Nanga ask Rp37.5 to 60 million. That gap reflects listing age and size more than land prices, so treat the 17.1 median as a rough midpoint, not a fair price.
Small subdivided plots ask more per are (a 740 m² Kertasari plot asks Rp70 million, and another Kertasari listing about Rp74 million), while missing road access, setback limits and an uncertified title all pull prices down.
The Kiantar effect. Lingkar.news (12 Sep 2026) reported that land near the airport has reached about Rp35 million per are, with online asks up to Rp45 million, and Rp30 to 50 million along the Tua Nanga to Kertasari strip. These are reported figures, not verified sales.
The airport had no airline, only commissioning and test landings (NTBSatu, 2 Jul 2026). The transport ministry’s public-use decree was drafted and awaiting the minister’s signature in late August (MediaKSB, 25 Aug 2026), and the regency is targeting a first commercial landing on 20 November 2026 (Tribun Lombok, 20 Aug 2026). An “airport premium” is a bet on a schedule that doesn’t exist yet.
The smelter. AMMAN, whose copper smelter sits at Maluk, accounted for about 79% of KSB’s regional GDP in 2024. Smelter staffing fell from about 37,000 workers at the 2024 construction peak to about 1,000 skilled operators, and spillover in boarding rooms, food and services is concentrated around Maluk and Sekongkang (Lensa NTB, 21 Aug 2026). Our reading: worker-housing demand sits in the south, while Jelenga’s buyers come for surf and resort potential.

Matching the route to your plan
| Your plan | Route | Why | Main risk |
|---|---|---|---|
| Private holiday home | Lease | Simplest, cheapest | Seller authority, extension terms |
| Live there full time | Hak Pakai or lease | Title in your own name | Rp3 bn minimum, 2,000 m² cap |
| Surf camp or rental villa | PT PMA + HGB | Nightly rental is a licensed business | Capital, licensing, reporting |
| Land-bank 5 to 10 years | Lease, or PT PMA with a real business plan | Hak Pakai doesn’t fit raw land | Paying for unbuilt promises |
| Resort scale | PT PMA + HGB | Needs licensing and zoning anyway | Zoning, setback, access |

Red flags when you buy land in Sumbawa
- “Freehold for foreigners” or “SHM in your name”.
- Prices in informal local units instead of per are or per m².
- A “tourism zone” claim with no KKPR.
- A deposit request before your PPAT has checked the certificate.
- Listing coordinates that don’t match the measurement letter.
- Airport hype with no published flight schedule.
FAQ
Can foreigners buy land in Sumbawa?
Not as freehold. You can lease land, hold Hak Pakai for one residential house, or hold HGB through a PT PMA.
Which is better for a rental villa in Sumbawa: leasehold or a PT PMA?
A PT PMA, if you will rent by the night, because short-stay rental is a licensed business. A lease suits a home you use yourself.
Is there a minimum price for foreigners buying a house in Sumbawa?
Yes. In NTB, a foreigner’s landed house must cost at least Rp3 billion, and an apartment at least Rp1 billion (Kepmen ATR/BPN 1241/2022).
Is a nominee agreement legal in Indonesia?
No. UUPA Article 26(2) voids any arrangement that directly or indirectly passes Hak Milik to a foreigner.
What does a PPAT do, and which land office handles West Sumbawa?
The PPAT checks the certificate, confirms taxes are paid and signs the deed of sale. Registration goes to the Kantor Pertanahan Kabupaten Sumbawa Barat for parcels in KSB.
How do I check a Sumbawa land certificate before paying a deposit?
Have your PPAT run an official land-office check for liens, blocks and disputes, match the measurement letter to the ground, and confirm every heir will sign.
Can I build right on the beach in Sumbawa?
No. National rules require at least a 100 m setback from the highest tide line, and the regency plan fixes the exact line.
Is Sumbawa the same as Sumba?
No. Sumbawa is east of Lombok in NTB. Sumba is a separate island in NTT.
The bottom line
To buy land in Sumbawa as a foreigner, pick one of the three lawful routes and insist on a clean title. Done that way, it can work for patient buyers. It’s a poor fit for anyone hoping to shortcut the law or buy an airport story at today’s asks.
Looking at West Sumbawa now? Our current listings include 159 are of sea-view roadside land at Tua Nanga, Taliwang, a beachfront block on Kertasari Bay, 1.7 hectares at Alas and ready-to-use agricultural land. Each sits on an Indonesian title held by its current owner. As a foreign buyer you would take any of them through a lease, Hak Pakai (for a house) or your PT PMA, never as SHM in your own name, so have your PPAT check the title first.
